It was founded in late 1989 by the initiative of former CHEMICAL WASTE bassist John Monte and former ZOETROPE guitarist Louis Svitek, who also briefly worked on the MOD project Billy Milano. Dissatisfied with the dictatorial habits of Billy, who in every possible way limited their creative freedom, both decided to create a new group.
