Born March 31, 1936 in Moscow in the family of an employee. In 1954 she entered the acting department of VGIK on the course of Mikhail Romm and Vladimir Belokurov, from which she graduated in 1959.
From 1959 to 1967, Inga Budkevich was an actress in the theater-studio of a film actor, at the same time working as an artist of the speech genre in the collective "Through the eyes of the young" at the All-Russian State Defense Committee. In 1967, Budkevich entered the staff of the Gorky Film Studio.
In 1958, Inga Budkevich made her film debut in one of the main roles in the film by Felix Mironer "Youth Street". Performed in films, mainly, lyrical heroines and character roles.
She was married to Eduard Izotov.
Daughter - actress Veronica Izotova.
