As a child, he moved to Florida, studied at a school for gifted children, where he became interested in cinema. He began to write scripts for films, shoot short films. Soon he became interested in an unusual hobby - collecting old photographs. In the process of collecting them, Riggs came up with the plot of his novel "Home for Peculiar Children", which is illustrated with these photographs, which he and his friends have collected. Later, the book received two sequels, in 2014 the novel "City of Hollows: Escape from the House of Strange Children" was published, and in 2015 - "Library of Souls: No Way Out of the House of Strange Children."

In 2014, director Tim Burton began filming a film based on the first book, which was released on October 6, 2016.

His last book was published in 2018 under the title Map of Days, which is a continuation of the trilogy about strange children.
