Received a specialty in electrical engineering. While studying, he met Albert Speer, who later introduced and recommended him to Leni Riefenstahl. The first newsreel was shot with a hand-held camera during a canoeing competition in Austria and Yugoslavia. Prior to the outbreak of World War II, he worked as a cameraman at the Universum Film AG studio, in particular, was a cameraman for Leni Riefenstahl on the filming of the documentaries Triumph of Will (1935) and Olympia (about the 1936 Summer Olympics in Berlin). In 1939, Franz made a color photograph of Moscow. In 1938 he joined the Luftwaffe and, accompanying Hitler, filmed the Anschluss of Austria. V. Franz was not a member of the NSDAP, but in 1941 he was admitted to the ranks of the SS. This happened during V. Franz's visit to Minsk together with SS Reichsfuehrer Heinrich Himmler in the summer of 1941. He witnessed mass executions in Minsk.
As a newsreel operator (UFA-Wochenschau), he was sent by the Fuhrer Headquarters (Fuhrerhauptquartier) to film the invasion of Warsaw and Paris. In addition to his official duties, Franz played the role of a private photographer for Hitler and his inner circle. Along with Heinrich Hoffmann, he was the only photographer who had access to Adolf Hitler to specialize in color photography. From 1939 to 1945 he was a regular correspondent for the propaganda film magazine "Deutsche Weekly Obzor" .
April 24, 1945 accompanied Hitler when he left the Fuehrerbunker, heading to Obersalberg. He was interned by the Americans and spent several months in a camp in Hammelburg.
