Born June 3, 1947 in the Volgograd Region.
In 1970 he graduated from the Leningrad State University, and in 1975 he switched to party work: he taught at the Leningrad Higher Party School; then he was the head of the regional policy department of the Institute of Social and Economic Problems of the USSR Academy of Sciences. They say that in the late 1980s he briefly worked in the 5th service ("dissident" line) of the KGB.
In 1996, Markin became the head of Regional Television - Channel 40. And in 2003 he founded Kinopeter LLC. In addition to this company, he was the founder of about 10 more companies whose activities are directly related to the film business.
