Born June 28, 1929, der. Donuzlav, Crimean ASSR - writer, screenwriter, director and teacher.
In 1949 he graduated from high school and moved to Moscow. From 1952 to 1953 was a full-time literary employee of the newspaper "Komsomolskaya Pravda". In 1954 he graduated from the screenwriting faculty of VGIK (workshop of E. Gabrilovich and I. Vaysfeld) and immediately began working at the Tsentrnauchfilm film studio. He wrote scripts for popular science and documentaries. Since 1956 he has been working in feature films at Russian and Ukrainian film studios. The most famous work - the script of the heroic adventure mini-series "Adjutant of His Excellency" (1969) based on his own novel. Later, eight more books were published (some of them co-authored with Georgy Seversky and Viktor Smirnov), in which the events of the "Adjutant" develop .
Lecturer at the Department of Cinematography at the Moscow Institute of Culture since 1974. In 1979 he was awarded the academic title of Associate Professor. Since 2002 - a member of the National Academy of Motion Picture Arts and Sciences of Russia. Many scripts were also created in collaboration with Viktor Smirnov. For their work on the trilogy "Duma about Kovpak" they were awarded the titles of Honored Art Workers of the Ukrainian SSR (1978), and the script "And the Ground was covered with snow" won the first prize at the All-Russian script competition held by the Federal Agency for Cinematography (2004). Later, he formed the basis for the film "Half Dim" (2005) directed by Artyom Antonov, which caused a scandal. After getting acquainted with the director's version of the script, Bolgarin and Smirnov sent a letter to the Federal Agency for Culture and Cinematography of the Russian Federation, stating that the film was “rude and unceremonious invasion” into their script, that the picture “does not correspond to either the ideological or moral message” anti-Russian character. Subsequently, they asked to remove their names from the credits.
