Born March 19, 1954 in Alma-Ata.
In 1977 he graduated from the Kazakh Polytechnic Institute with a degree in architecture. In 1984 he entered the directing department of VGIK in the workshop of Sergei Solovyov.
In 1989 he was elected First Secretary of the Union of Cinematographers of Kazakhstan.
William Gibson recalls that he worked with Nugmanov on the script for a Soviet-American film, in which Viktor Tsoi was supposed to play the main role.
Since 1993, he has been living in France, in the city of Tours - he married a French woman and went to live with her.
Since 1998 he has been engaged in political activities. In 2007, in Kazan, he received a certificate of nobility (the family of the Tatar princes Mamleevs on the maternal side).
In December 2009, he began filming an extended version of the film "Needle" - in his words "the first sample of a remix in cinema."
