Phillips was born in Brooklyn, New York. He attended the New York University Film School, which he dropped out to focus on completing his first feature-length documentary, Hated: GG Allin and the Murder Junkies, about the life and death of punk rocker GG Allin. Around this time, he works at St. Mark's Place at a 24/7 video store that specializes in explicit and rare films. He also starred as one of the drivers in the first season of Taxicab Confessions on HBO.
His first film, Hated: GG Allin and the Murder Junkies, is about the life and death of punk rocker GG Allin. This film he made during his student years, when he was studying at the "New York University Film School", which became one of the highest grossing student films of the time, even shown in some cinemas. The next film was the House of Fraternity, a documentary on the college fraternity that he created with Andrew Garland. The film premiered at the 1998 Sundance Film Festival and wins the Grand Jury Prize for Unusual Documentary. It was produced by HBO, but never aired on its channel because many of the film's participants were paid to re-enact their activities.
