Rich Cowen was born in Spokane, Washington to George and Betty Cowen. His father served in the United States Air Force and his mother was a school teacher. He attended Washington State University in Pullman, Washington with a Bachelor of Arts in Radio Journalism, cum laude, and a Master of Science in Human Nutrition.
Cowan's media career began in 1979 at the Spokane television center KHQ-TV, a local NBC subsidiary, on his PM Magazine show. He eventually became the community director of radio affairs.
In February 2012, Cowan announced his candidacy for Washington's 5th Congressional District. In May, he received an official nomination by the State Democratic Party in Washington to work for the place.
In 2014, Cowan ran against incumbent State Senator Michael Baumgartner for Washington's 6th Legislature Senate seat.
