Born November 17, 1951 in Sarasota in the family of Leona Estelle and Rolland Root, a construction manager. He graduated from Vero Beach High School and the University of Florida with a degree in acting and broadcasting.
After graduation, Ruth played in theater, including on Broadway. His film debut for Root was the film "Monkey Tricks" (1988) by George Romero. In the movie, Ruth played mostly minor roles. Fame came to him thanks to the filming of the hit sitcom "NewsRadio", where he played the role of the eccentric owner of the radio station. This television series was broadcast from 1995 to 1999.
