Born on March 27, 1939 in Stepanakert (Nagorno-Karabakh). Graduated from the directing department of VGIK (1968, workshops of Mikhail Romm and Alexander Stolper). Prior to studying at the institute, he worked on radio and television (Rostov-on-Don). Since 1969 he has been a production director at the Mosfilm film studio. Staged theatrical performances ("Filumena Marturano", NP Akimov Comedy Theater, 1993). By an inexplicable coincidence, most of Viktor Titov's paintings had an unfortunate fate. So, from the credits of his thesis "The Soldier and the Tsarina", filmed after the tale of Andrei Platonov, the vigilant censorship deleted the author's name. The tape "Waltz" was banned due to "decadent mood". In the film "Ilf and Petrov Rode in a Tram" at the premiere, the director himself unexpectedly discovered twelve rather serious censorship bills (due to which the intonation of the picture changed somewhat). Oriental Novel has been branded as a film that incites ethnic strife. And only the comedy "Hello, I'm your aunt!" looks somewhat special against this background. Because she received extremely positive feedback from both high officials and ordinary viewers (based on the materials of the Moskovsky Komsomolets newspaper, 2009) .
He died on 4 August 2000 in St. Petersburg. Buried at the Komarovskoye cemetery.
