Born December 12, 1969, Leningrad is an American film director and video artist of Russian origin.

She studied first at McGill University in Montreal, then since 1996 at the University of New York. Her graduation work in 1998 was the documentary Moment of Impact, in which she shows the daily life of her family after her father was in a car accident in 1989 and was left disabled. The film has won several awards at film festivals, including the Directing Award at the Sundance Film Festival, one of the awards at the San Francisco Film Festival, the Best Bavarian Television Documentary Award (Dokumentarfilmpreis des Bayerischen Fernsehens) at the Munich Documentary Film Festival, and prize for the best documentary film of the Karlovy Vary International Film Festival.

In 2006, she shot a feature film Day-Night-Day-Night about a suicide bomber who was supposed to organize a terrorist attack in New York, but for reasons beyond her control, the attack failed. According to Loktev, the idea for the film came to her after reading the story of Zarema Muzhakhoeva, a Chechen terrorist who failed to detonate a bomb in Moscow and was arrested in a Russian newspaper. The film starred Louise Williams. The film was screened in the Quinzaine des Realisateurs section of the Cannes Film Festival and won the Regard jeune prize. The film also received other awards including the Independent Spirit Film Festival's Someone to Watch Award. Filmed with funds provided by the German central TV channel ZDF and Franco-German Arte and was broadcast on these channels.

Julia Loktev's video installations have taken place in the world's leading exhibition halls, such as the PS1 in New York in 2000, the House of Art in Munich in 2002 and the Tate Modern in London in 2004.
