Born June 10, 1961, Florida is an American film director, screenwriter and producer.

Koto is a graduate of the American Film Institute and has extensive experience in the science fiction and fantasy genres. He wrote and directed an episode of Tales from the Crypt and also wrote an episode of Beyond the Possible when it was revived on Showtime in 1995. He was then given the chance to create and write a Showtime series after Beyond the Possible was canceled. The result was the series Odyssey 5, starring Peter Weller (Koto later worked with Weller on Enterprise, 24 Hours, and Dexter).

Koto joined the Enterprise's writing staff in 2003 for the show's third season; his episodes include "The Double", "Realm of the Chosen" and "Azati Prime". He later became a co-executive producer for that season. In season four, he executive produced the show, along with series creators Rick Berman and Brannon Braga. According to his StarTrek.com bio, he has been a Star Trek fan all his life and once wrote a Star Trek comic strip.

Thereafter, he executive produced the fifth, sixth, seventh and eighth and final seasons of 24 Hours.

In 2010, Koto joined the Showtime drama series Dexter as a writer and executive producer for its fifth season. He went on to work as a writer and executive producer for the sixth and seventh seasons, released in 2011 and 2012.
