Vladimir studied at school number 8 (studied for 5 years) and art school number 2 in the city of Orsk. Then he studied at school number 43 in the city of Volgograd. Graduated from a music school in Volgograd. From 1965 to 1968, Vladimir Migulya studied at the Volgograd School of Arts at the Department of Music Theory.
In 1963 he entered the Volgograd Medical Institute. In 1968 he graduated from both educational institutions and entered the Leningrad State Conservatory (composition class of Sergei Slonimsky). After graduating from the conservatory, in 1974 he moved to Moscow. It was with Vladimir Migulya that Simon Osiashvili and Larisa Rubalskaya wrote their first songs. The songs of Vladimir Miguli are included in the repertoire of Sofia Rotaru, Valentina Tolkunova, Mikhail Boyarsky, Valery Obodzinsky, Evgeny Golovin, Alexander Mikhailov, the Zemlyane group, VIA Samotsvety, VIA Flame and other performers. Vladimir Miguli's song "Sokolniki" to verses by Larisa Rubalskaya, which was recorded by Mikhail Boyarsky in 1983, became the anthem of the old Sokolniki park in Moscow.
On April 7, 1994, an attempt was made on the composer's life - his car was blown up. Miraculously survived - he got off with a concussion, and his personal driver Eduard Popenkov died on the spot - he had both legs blown off. Even before the assassination attempt, Vladimir Migula was diagnosed with amyotrophic lateral sclerosis, but the stress experienced accelerated the course of the disease. Despite this, being bedridden, he wrote about 20 songs, mainly to the poems of Alexandra Ochirova.
On January 17, 1996, Vladimir Miguli's only lifetime author's concert took place at the Rossiya State Central Concert Hall. It was dedicated to the 50th anniversary of Vladimir Georgievich and the 25th anniversary of his creative activity. It was attended by a large number of artists, each congratulating the hero of the day. But Migulya himself could not attend the concert for health reasons. He listened to the live broadcast of the concert at his home on the radio.
