Born on June 21, 1934, Samarkand is a Tajik and Soviet actor and film director of fiction, popular science and documentary films.
In 1958 he graduated from the Higher Theater School named after M. Shchepkin in Moscow. In 1963-1970 - at the newsreel studio.
In 1964 - 1970 he studied at the directing department of VGIK (workshop of M. Romm). After returning from Moscow, from 1958 to 1963 he worked as an actor at the Tajik Academic Drama Theater named after I. A. Lakhuti in Dushanbe.
1970-1990 - Head of the newsreel studio Tajikfilm.
In 1981-1986 - secretary, in 1991-1996 - chairman of the Union of Cinematographers of Tajikistan.
