Rocher was born in Paris, France on August 4, 1964. As a teenager, he lived with his family on a merchant ship sailing to the Mediterranean, Africa, South America and the Caribbean.
Graduated from the Higher National Conservatory of Dramatic Art. He was married to actress Vera Farmiga from 1997 to 2005. He currently lives in Los Angeles.
