Graduated from the Moscow Technological Institute of the Food Industry (1984). Graduated from the Russian Academy of Public Administration (2003) .
In filmmaking since 1997. From 1997 to 2002 worked as vice president of the Russian Cultural Foundation. 1999 to 2002 - Director General of the Federal Fund for Social and Economic Support of Russian Cinematography. In 2002-2005. held the posts of Deputy Head of Administration, Head of the Representative Office of the Ulyanovsk Region under the Government of the Russian Federation. Since 2005 he has been the executive director of FSUE Interfest.
