Born November 5, 1959 in Moscow. Father, Boris Iosifovich Poklad, - Ambassador Extraordinary and Plenipotentiary of the 1st class, retired.
In 1981 he graduated from the Faculty of International Journalism of the Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs with a degree in international journalism.
From 1981 to 1989 - Assistant, Senior Assistant, III Secretary of the Ministry of Foreign Affairs of the USSR (including 1985 - 88 - Attache of the USSR Embassy in Uganda).
In 1985 he was a member of the Komsomol committee of the USSR Ministry of Foreign Affairs.
