Born in the city of Volsk, Saratov province (September 28) on October 11, 1904 in the family of a miller.
In 1920-1922 he studied piano at the Saratov Conservatory.
In 1924-1929 he studied in Moscow in the composition class of M.F. Gnesin at the Music College (named after the Gnesins).
Since 1929, the works of V.I. Volkova began to print the international music publishing house "Moscow-Vienna-Leipzig".
Since 1932 - a member of the Composers' Union.
He lived and worked in Moscow until the end of his life on April 10, 1980, with a short break to participate in the Patriotic War.
