Born on April 15, 1948, pos. Maina Maina district of Ulyanovsk region
Graduated from the All-Union State Institute of Cinematography in 1981. From 1981 to 1995 - production designer at the Sverdlovsk Film Studio.
From 1995 to 2000 - Head of the Department of Decorative and Applied Arts, Russian State Pedagogical University. In 1998 Valery Ignatievich defended his Ph.D. thesis.
Associate Professor (1999), Professor of the Department of Decorative and Applied Arts. Honored Artist of the Russian Federation (2003), Academician of the Academy of Cinematographic Arts "NIKA" (2002), Member of the Union of Artists of Russia (1987), Member of the Union of Cinematographers of Russia (1989) .
Participant of international, all-union, all-Russian and regional art exhibitions. As a production designer, he participated in the creation of more than twenty full-length feature films: "Golden Woman" - the festival's prize for the best visual solution of a film (1988); “The Abduction of the Magician” - diploma of the I All-Union Festival of Fine Arts in Cinema (1990). He worked with the luminary of Russian cinema, director Yaropolk Lapshin, in the films: Passenger Asleep (1993); Halfway to Paris (2001); "Sel" (2004).
