Born in 1961 in the Chita region.
In 1981 he graduated with honors from the Dnepropetrovsk State Theater School with a degree in theater and cinema actor.
In 1986, he graduated with honors from the directing department of GITIS named after. Lunacharsky (workshop of A. Goncharov and M. Zakharov).
1986-1993 worked as a regular and Chief Director in theaters of Ukraine - Dnepropetrovsk Russian Drama Theater named after Gorky, Zaporozhye Theater for Young Spectators, Donetsk Regional Russian Drama Theater.
In 1993 he left the theater for the cinema. Later he created the company "Balkashinov and Co", engaged in show programs, shooting clips, advertising, films.
Since 1993 he has been living and working in Kiev.
1996-2006 - Chief director of the ceremonies of the annual National Program "Person of the Year".
