In 1967 he graduated from the Faculty of Electrical Engineering of the Donetsk Polytechnic Institute.
In 1978 he graduated from the directing department of VGIK, where he studied in the workshop of Y. Yegorov. Before studying at VGIK, Vladimir Fokin worked at the department, served in the Soviet Army, where he commanded a platoon in the Air Defense Forces, then taught mathematics at the Donetsk technical school, directed the amateur theater "Silhouette".
In 1990-1995 he was the artistic director of the RAPID film studio, and in 1996-1997 he worked as the chief director of the Kaskad TV company.
