Born on February 4, 1945 in Baku (Azerbaijan) in the family of the great Azerbaijani singer, founder of Azerbaijani professional vocal art, musicologist, professor Bulbul.
The creative and professional image of Polad Bul-byul oglu was formed at the Azerbaijan State Conservatory named after Uzeyir Hajibeyov in the composition class of the outstanding composer Gara Garayev.

Polad Bul-byul oglu starred in films that have become extremely popular. He wrote music for more than 20 films. Thanks to his participation in numerous music programs and television programs, Polad Bul-byul oglu became a TV star of the first magnitude. And it is no coincidence that he became the only representative of Azerbaijani culture, in whose honor a star was opened in February 2000 on the "Square of Stars" in Moscow.
The composing work of Polad Bul-byul oglu is diverse. His creative assets include major symphonic works, chamber instrumental music, musicals, vocal cycles, music for films and dramatic performances. Particular success was brought to him by songs that were performed both by famous singers of the country and by himself.
For several years Polad Bulbul oglu was the director and artistic director of the Azerbaijan State Philharmonic Society, showing the best organizational qualities, excellent knowledge of the concert business. Since 1988 he is the Minister of Culture of the Republic of Azerbaijan. His stormy activity in such a responsible post has won recognition and authority no less than on the concert stage. In 1995, Polad Bul-byul oglu was elected a deputy of the Milli Majlis (Parliament) of Azerbaijan. In 1994, Polad Bul-byul oglu was elected General Director of the International Organization TURKSOY, established in 1993, and which is the Commonwealth for the Development of Turkic Culture and Art. In 1997 and 2000 he was re-elected to this position. By the nature of its activities, goals and objectives of work, TURKSOY is close to the structure of UNESCO and is called upon to play a unifying role within the Turkic-speaking region. Thanks to the organization of TURKSOY and on the initiative of Polad Bul-byul oglu, numerous books of the classics of the literature of the Turkic-speaking countries, calendars and magazines have been published, an encyclopedia dedicated to monuments of culture and art is being prepared for publication. Polad Bulbul oglu - Doctor of Art History of the National Creative Academy of the Republic of Azerbaijan, Honorary Professor of the Azerbaijan University of Culture and Art, full member of the International Humanitarian Academy "Europe-Asia". In 2000 he was awarded the academic title of professor.
