Born on January 1, 1896 in Elisavetgrad (now - Kirovograd, Ukraine).
In 1915-1919 he studied at the economic department of the Kiev Commercial Institute. He served in the Red Army. In 1924-1926 he studied at the film workshop of director Alexander Ivanovsky in Leningrad.
In 1924-1935 he was an assistant director, director of the Lenfilm film studio.
In 1936-1944 he was a director of various film studios of the country, including in 1939-1941 - at the Odessa film studio, in 1941-1944 - at the Tashkent film studio.
Since 1945 - director of the Kiev Film Studio named after A.P. Dovzhenko.
Honored Artist of the Ukrainian SSR (1954) .
Died August 21, 1957 in Kiev.
A memorial plaque was installed to Vladimir Brown in Kiev at 24 Saksaganskogo Street.
