Victor Fedorovich Stepanov was born on May 21, 1947 in the Russian city of Severo-Kurilsk. In 1972 he graduated from the directing department of the branch of the Moscow Institute of Culture in Tambov. After graduation, Viktor Stepanov began performing in many theaters, including Novgorod, Tambov and Yuzhno-Sakhalinsk. In 1990 he began working at the theater.
