Born July 8, 1961 in Clinton, Oklahoma to Carolyn Joan (nee Ross) and Hubert K. Covel Jr. He has a sister Tonni and a brother Tracy. Their family lived in Fort Smith, Arkansas, where Toby attended high school for several years and then moved to Moore (a suburb of Oklahoma City) .
He married Tricia Lucus on March 24, 1984. They have three children: two daughters Shelley (born 1980, Toby adopted her in 1984) and Krystal (born 1985), a son Stelen (born 1997) and a granddaughter (born 2008; mother - Shelley). On March 24, 2001, Toby's father (HK Covel) died in a car accident. In 2007, their family received compensation (more than $ 2 million) from the perpetrators of the tragedy.
Toby began playing guitar at the age of 8 under the influence of musicians who played in his grandmother's club.
