Terry was born into a boiler house family in Melbourne, Australia. At the beginning of his acting career, he moved to England, where he played in various theaters: Bradford, Huddersfield, York and others. In the 1960s, Terry returned to Australia, but this time to try his luck on television. His most famous works during this period are Joe Turner on the eight-year soap opera Bellbird and Sergeant O'Reilly on the Cop Shop series.

Terry retired in 1982 and was elected to the Victorian Parliament from the Australian Labor Party. He was involved in politics for ten years, after which he returned to acting. This period became more successful for him. For his role in the film "Innocence" (2000) Terry was nominated for an Australian Film Award. In 2010, he starred as Lord Byrne in The Voyage of the Voyage of the Dawn Treader.
