Born April 4, 1956 is an American television screenwriter and producer.

A former attorney with a law degree, Kelly is known as one of the most prolific and out-of-the-box television writers. Kelly rose to prominence as a regular writer and executive producer on the television series Los Angeles Law, on which he worked from 1986-1992, and won two Emmy Awards for Best Screenplay in a Drama Series.

Kelly created the series Dr. Dougie Hauser (1989-1993), Fencers Outpost (1992-1996), Chicago's Hope (1994-2000), Ellie McBeal (1997-2002) and The Practice (1997-2004 ), each of which was a critical success. LA Law, Fencers Outpost, and The Practice all won an Emmy for Best Drama Series, and Ellie McBeal also won an award, but in the Best Comedy Series category. By 1999, Kelly was the only producer to have won an Emmy in the Best Drama and Best Comedy Series categories.

Although Kelly has become famous for a number of highly successful TV series, since the late nineties his resume began to fill up with failed projects. Exceptions from the list of failures were the series Boston School (2000-2004), loved by critics, but never managed to get high ratings, as well as the more successful Lawyers of Boston (2004-2008), a spin-off of Praktika.

Kelly, in addition to a career in television, wrote scripts for several films, but all of them were negatively received by critics. Heavy Fire (1987), Gillian's Birthday (1996), Alaska Mystery (1999) and Lake Placid: The Lake of Fear (1999) were all critically acclaimed and flopped at the box office. His biggest career failure was The Law Firm, which was taken off the air after two episodes in 2005.
