Chloe grew up in a small town near New York. She studied at the Boston Conservatory of Music and Drama. She studied vocals with Dr. David Fairchild, who graduated from Syracuse University. The actress devotes a lot of time to the theater, many of her works are awarded.
The actress made her film debut, playing with Gary Oldman in the film "Sid and Nancy", which tells about the fate of the famous bassist of the rock band "Sex Pistols". Chloe played Syd's girlfriend, Nancy Spungen (1958-1978), who used drugs and was killed in her room while both were drugged. Critics praised the work of the actress in this film.
