Phoebe has an older brother, Jasper Waller-Bridge, music manager, and a younger sister, Isobel Waller-Bridge, is the music composer for Fleabag. Her parents are divorced. Phoebe graduated from the Royal Academy of Dramatic Arts.
She made her stage debut in 2009 in the play Roaring Trade at London's Soho Theater, and later appeared in the production of Fleabag there. She took part in the second season of the British TV series Murder on the Beach. In 2014, Phoebe was the writer for 3 episodes of Idlers. In 2016, Phoebe wrote the script for two TV series, in which she also starred - "Roommates" and "Fleabag".
