Father worked as an engineer at an oil refinery, mother was a housewife. Waters retained the warmest memories of childhood in the parental home and relationship with her sister; according to her, peace, love and harmony reigned in the family.

As a child, Sarah wrote poetry and short stories on darkly gothic themes, but never seriously considered becoming a writer. Instead, she dreamed of becoming an archaeologist. No one in her family had a higher education, but Sarah's education was easy, and already at school she was aimed at going to university and making an academic career.

After high school, Waters studied English literature at the University of Kent. She earned her master's degree from Lancaster University, where she wrote a diploma in lesbian historical prose. Then, at the prestigious Queen Mary University of London, she defended her doctoral dissertation entitled "Wolfskin and Toga: Historical Prose of Lesbians and Gays from 1870 to the Present." While working on her dissertation, Waters studied 19th century pornography and there she drew on the concept for her first novel, Tipping the Velvet, which she began writing immediately after graduation.

Before starting her professional writing career, she worked in bookstores and libraries and taught at the Open University.

Waters came to fame after writing the bestselling lesbian novel "Tipping the Velvet" (literally: "Touching velvet with the tip of your tongue" (Victorian allegory of cunnilingus), in the official Russian translation: "Velvet Claws") (1998).
Two of the writer's novels, Fingersmith (2002) and The Night Watch (2006), were nominated for the most prestigious literary awards: the Booker Prize and the Orange Prize.

In 2009, The Little Stranger was released, earning Waters a third Booker nomination.

Her latest novel, The Paying Guests, was published at the end of 2014.
