After high school, Waugh entered the University of California.

During his creative career, Scott managed to test himself in various fields: he wrote scripts, was a producer of films, directed films as a director, starred in films of his colleagues and until 2005 worked as a stuntman.

Waugh first appeared as an actor in the early 1990s with minor roles in Rescuers Malibu, Luis Lolos's The Specialist (uncredited) and Rick Roman Waugh and Alan Smithy's action movie Exit (1996). Waugh began his directing career in the middle of the first decade of the 2000s. His debut work was the short documentary "Navy SWCC", on which Scott collaborated with director Mike McCoy. The painting was completed in 2007. And in 2012, with the same colleague, Waugh directed the full-length military thriller Law of Valor.
